Catherine Eaves worked her way through college, earning a Bachelor of Science Degree in Biology with a minor in Chemistry, while employed in the banking industry. She earned her Master of Science Degree in Microbiology while working as a Microbiology Researcher. 

Eaves spent 25 years as a Secondary Science Educator and an Adjunct College Professor and one year working for the Montgomery County Sheriff's Department in the Records Division.  She also founded and currently directs a nationwide Non-Profit Organization benefiting current and former First Responders. 

Mayor Eaves is an eight-generation Texan and mother of two successful children. One of Catherine's strengths is her ability to work with people of differing opinions and backgrounds.

Eva Lucrecia Olivas was born in Ojinaga, Chihuahua and later moved to Ciudad Juarez, Chihuahua, where she earned a degree in Business Administration. Eva moved to Alpine 28 years ago in 1996 without knowing any English. Shortly after arriving, Eva attended Sul Ross State University and obtained her General Educational Diploma. Eva later went to Beauty School and opened her own business after graduation. Eva became a US citizen in 2000.

Eva is a veteran member of the Alpine Ambassadors Club, where she has served for 17 years, and a member of the Alpine Business Alliance. Eva has been a member of local civic and political organizations including: The Alpine Chamber of Commerce, the Pilot Club, and the West of the Pecos Republican Women. Eva is the former president of the Virgen de Guadalupe organization of Our Lady of Peace Catholic Church, and serves as coordinator of the Matachines ministry "Danza Guadalupe." Prior to being elected as a City Council Member, Eva served the City of Alpine as a Planning & Zoning Commissioner. 

Councilor Olivas is incredibly grateful for the opportunity to serve the community and would like to thank the community for its trust and support. Councilor Olivas looks forward to making positive changes together!


Darin Nance

Ward 3 – Council Member Darin Nance

Darin Nance was born in Odessa but has traveled to Alpine and the surrounding area for outdoor recreation since he was a child. He graduated from the University of Texas at the Permian Basin with a business degree and has worked in public education as a Director of Technology since graduating. He is currently the Technology Director at Alpine Independent School District and has lived in the area for 11 years.

Councilor Nance has served on the Parks & Recreation Board for the previous 3 years prior to his time on City Council. He has also served on the Artwalk Board for the previous 2 years. He is excited to hear from the citizens of Ward 3 on their ideas and vision for Alpine and to work to solve some of the issues native to our town and region. He is passionate about the Strongtowns philosophy concerning municipal government and is excited to push technology as a priority in city decision-making. He also owns a cat.

Ward 4 – Council Member Lucy Escovedo

Lucy E. Escovedo is the daughter of the late Yolanda Chavez Molina, of Alpine, Texas and Ramon Rodriguez Pena Jr. of Odessa, Texas.  She is the granddaughter of the late Martina Espinosa Chavez and the late Manuel Anaya Chavez of Alpine, Texas as well as the granddaughter of the late Elena Rodriguez Pena and Ramon Nunez Pena Sr. of Odessa, Texas. Lucy was born and raised in Alpine and is a graduate of Alpine High School, Sul Ross State University, and Leadership Big Bend. In addition to being a Notary Public and certified Texas Hospitality Instructor, Lucy is a certified life coach. 

Prior to being elected, Lucy has served the City of Alpine and surrounding community on many boards and civic organizations including:

City Councilwoman for City of Alpine (May 7, 2016 - November 4, 2020)
Eagle Scout Board of Review 2020 and 2021. 
Alpine Housing Authority Ex-Officio Commission for City of Alpine (December 1, 2016-June 18, 2020)

Alpine Planning & Zoning Commission (August 2, 2004 - May 10, 2016) & (July 6, 2021 - November 18, 2022)

Lucy is married to Henry Lee Escovedo Jr. and together they have a son Dallas Lee Escovedo and a daughter Amber Lee Escovedo. Lucy and Henry have five grandchildren who are the light of their life, Christian, Valentina, Julie, T. Vianney Escovedo, Aaliyah Garcia, and soon to join Baby Garcia.

When it came time for Rick Stephens to retire after a 33-year career at the Boeing Company, he and his wife Elane Neu Scott (an Alpine native) felt there was no better place to live than Alpine. Between them, they have 5 grown children and 13 grandchildren.

Rick’s career has included leading large-scale businesses including guidance and control systems, submarine combat systems, space shuttle, homeland security, and responsibility in the C-suite for global facilities, IT systems, human resources, and administration. He has testified before Congress, was appointed by the President to be a member of the President’s Board of Advisors for Tribal Colleges and Universities, and was appointed by three US cabinet secretaries to serve in various capacities on boards and commissions.

Rick’s focus after his work career has been about giving back, serving today on boards for the Marine Corps Scholarship Foundation, Digital Promise, and Sul Ross State University. As a Native American and former tribal chairman, he continues to support the American Indian Science and Engineering Society as the chair emeritus.

Rick is a former US Marine Corps Officer. He holds a BA in Mathematics from the University of Southern California, a MS in Computer Science from California State University, Fullerton, and completed the majority of his work toward an MBA at Claremont Graduate School.

Having served three full and a partial term on the Alpine City Council from 2014 to 2021, Rick believes in the importance of community engagement and dialogue so that working together, we can help Alpine be the best it can be. He is excited to once again serve Ward 5 on the Alpine City Council.
